The Second Plenary Council of the Philippines, held in January 1991, was a nationwide Catholic assembly — the first since 1953 — that produced a formal pastoral plan for the Filipino church. This 5 Piso commemorative was issued to mark it, one of several themed notes the BSP released during this period as the central bank worked to establish its domestic printing program as a credible alternative to foreign security printers.
The Security Plant Complex had been producing Philippine currency since the late 1970s, gradually absorbing work previously contracted to firms like the American Bank Note Company. By 1991 it was handling the full production run.
