Rudolf Neugebauer & Co. operated as a Hamburg trading and manufacturing firm that issued privately produced emergency coinage — Notgeld — during the acute small-change shortages that gripped Germany from 1917 onward. Municipal and corporate issuers alike filled the gap left by official coinage hoarded out of circulation as metal values rose against face values. Zinc was the expedient material of the moment, cheap and available after copper and nickel were requisitioned for war production.
