Ostheim vor der Rhön is a small Franconian market town, and its Vorschuß- und Sparverein — a cooperative lending and savings association — was exactly the kind of local institution that resorted to printing its own Notgeld when small-denomination coins disappeared from circulation during the final year of the First World War. The 5 Pfennig face value is about as low as wartime emergency issues go; coin hoarding had made even the smallest transactions difficult by mid-1918.
Selmar Bayer of Berlin printed a considerable volume of provincial Notgeld during this period, working for dozens of small municipalities and cooperative bodies simultaneously.
