Brunswick-Wolfenbüttel operated under joint rule between Rudolph August and his younger brother Anthony Ulrich from 1685 until Rudolph August's death in 1704 — an arrangement that was functionally collegial but legally awkward, as Anthony Ulrich held genuine administrative power while his brother retained nominal seniority. Small billon issues from 1692 fall squarely within a period of heavy military expenditure tied to the Nine Years' War, when the Brunswick dukes were supplying troops to the anti-French coalition and managing coinage output against chronic silver shortages.
