Rosenheim's zinc notgeld fractionals were authorized under the wartime emergency coinage ordinances that stripped German municipalities of their normal fiscal constraints and allowed local authorities to plug the chronic small-change shortage created by hoarding. By 1917, copper and nickel had been redirected almost entirely to military production, leaving zinc as the only viable base metal for civic emergency issues. Rosenheim, a market town in Upper Bavaria with no particular minting tradition, joined dozens of similar communities in issuing pieces that were never intended to outlast the war.
