J. Mayer & Sohn was a private industrial firm in Offenbach am Main that issued notgeld coinage during the acute metal shortages of World War I, when the Imperial German government had redirected copper and nickel to munitions production. Municipal and commercial issuers across Germany filled the resulting small-change vacuum with zinc and iron substitutes. Offenbach, historically a center of leather goods and metalworking, had no shortage of firms capable of producing such pieces locally.
The Menzel catalog reference places this squarely within the documented commercial notgeld issues rather than the speculative collector-targeted emissions that flooded the market after 1920.
