Liebau was a small textile manufacturing town in Silesia, and notgeld pieces like this one were issued by private firms during the acute coin shortages of World War I, when the imperial government's requisitioning of copper and nickel gutted the small-denomination supply almost overnight. H. & F. Wihard almost certainly issued these to make change for their workers or customers when no official coinage was available.
Zinc was the fallback material for most private issuers of this period — cheap, workable, and not yet subject to the same requisition pressures as other metals in 1916–1918.
