Buchdruckerei C. Haas was a printing house — the issuer here is not a bank or municipal authority but a private commercial printer in the small Bavarian market town of Hilpoltstein. Emergency token issues by print shops were not uncommon during the acute coin shortages of World War I and its immediate aftermath, when German municipalities and businesses alike were authorized to produce Kriegsgeld and Notgeld to keep local commerce moving. A printing firm had an obvious practical advantage: the tooling to produce the token was already on the premises.
