Passau's Stadtrat entered the Notgeld market later than many municipalities — the 1920–1921 dating places this firmly in the second wave of small-denomination emergency issues, after the initial 1918–1919 flood had already accustomed the public to locally printed scrip. By this point the Reichsbank had repeatedly attempted to suppress municipal issues, with limited effect; cities simply kept printing to meet the demand for fractional change that official coinage could not satisfy.
The DeNG reference places this within a documented series for Passau, suggesting the Stadtrat issued multiple denominations under the same authorization. The 7.10a suffix indicates at least one recognized variety.
