Flanking the central vignette are two cartouches, each enclosing the denomination numeral '5' within a wreath. The lower left panel carries the validity clause in Gothic script, and the lower right panel bears the issuing authority, place, and date with a manuscript signature; the denomination 'Pfennig' is printed in bold red letterpress along the bottom. |

Rosenheim's 1921 Kleingeldscheine were a direct response to the chronic small-denomination coin shortage that plagued German municipalities in the early Weimar inflation period — federal coinage production simply couldn't keep pace with demand, forcing hundreds of city councils to authorize their own emergency paper currency. Gebrüder Parcus of Munich were among the more active regional printers in this trade, producing notgeld for numerous Bavarian issuers during this window.
Designer M. Zierer is credited in the margin — a relatively rare attribution for notgeld of this denomination, where production was often rushed and design credits omitted entirely.
