Schneeberg, deep in the Erzgebirge mining district of Saxony, had been a silver-mining center since the 1470s — an irony not lost on a town now forced to issue five-pfennig paper slips because the Weimar Republic's infant economy had stripped small coinage from circulation entirely. The postwar Kleingeldersatz crisis hit industrial and small-town issuers simultaneously in 1919, and municipal councils across Germany improvised with whatever printing capacity was locally available.
These Stadtrat issues were typically printed in very small runs and redeemed quickly, which makes survivors deceptively scarce despite their humble face value.
