Schkeuditz, a small Saxon town between Leipzig and Halle, issued this note in 1918 as part of the enormous wave of municipal Kleingeldscheine that flooded Germany when coin metal was systematically diverted to war production. Gebrüder Parcus of Munich printed emergency currency for hundreds of German municipalities during this period — their output was competent and consistent, which is partly why so many of these notes survived in collector-grade condition.
The sheer volume printed by Parcus for small issuers like Schkeuditz means genuine scarcity is rare. What drives value here is series completeness, not individual note rarity.
