Fraustadt — now Wschowa in western Poland — was a small Silesian town whose municipal government, like hundreds of others across Germany, was forced into emergency currency production when wartime metal shortages made coin manufacture untenable. The Reichsbank's centralized response was slow, and local magistrates filled the gap themselves. Carl Flemming AG, the Glogau and Berlin printer behind this note, was a prolific supplier of Kriegsnotgeld to small municipalities across Silesia and Brandenburg throughout 1916–1918.

Flemming's output for minor issuers tends toward the utilitarian end of notgeld printing, with little of the elaborate regional imagery that later collector-oriented series would exploit. This is functional municipal paper, not a souvenir.
