| Reverse description | The reverse is printed entirely in dull rose-red on a plain paper ground, with a dense all-over underprint of diamond-lattice guilloche filled with repeated double-headed eagle motifs and small seated figure vignettes at the lower register. A central rectangular panel carries a multi-line Gothic blackletter text stating the conditions of acceptance at the Stadtkasse and the note's validity period. A further inscription along the lower margin reads 'Gültig in der Stadt Neuruppin und im Kreise Ruppin'. |

Neuruppin's wartime Kleingeldscheine were issued by the city magistrate to compensate for the wholesale disappearance of small coin from circulation after 1914. Selmar Bayer was a Berlin commercial printer who handled a substantial volume of this municipal notgeld work — competent, fast, and cheap — not a security printer by any measure, which is why so many of these low-denomination pieces were easily counterfeited or informally reproduced.
The 5 Pfennig denomination was the most marginal of the emergency issues, needed primarily for tram fares and market transactions.
