Reverse description The reverse is printed entirely in dull rose-red on a plain paper ground, with a dense all-over underprint of diamond-lattice guilloche filled with repeated double-headed eagle motifs and small seated figure vignettes at the lower register. A central rectangular panel carries a multi-line Gothic blackletter text stating the conditions of acceptance at the Stadtkasse and the note's validity period. A further inscription along the lower margin reads 'Gültig in der Stadt Neuruppin und im Kreise Ruppin'.

Neuruppin's wartime Kleingeldscheine were issued by the city magistrate to compensate for the wholesale disappearance of small coin from circulation after 1914. Selmar Bayer was a Berlin commercial printer who handled a substantial volume of this municipal notgeld work — competent, fast, and cheap — not a security printer by any measure, which is why so many of these low-denomination pieces were easily counterfeited or informally reproduced.

The 5 Pfennig denomination was the most marginal of the emergency issues, needed primarily for tram fares and market transactions.
