Cuba issued a wave of hard-currency collector pieces throughout the late 1980s and early 1990s, largely as a mechanism for extracting foreign exchange during the dollar shortage that deepened after Soviet subsidies collapsed. This coin belongs to that program — struck three years before the tournament it commemorates, which was itself a logistical landmark as the first World Cup held in the United States, across nine cities simultaneously.
