Paraguay's 1865 issues were produced under extraordinary conditions — the country had entered the War of the Triple Alliance against Brazil, Argentina, and Uruguay in May of that year, and Francisco Solano López's government needed currency fast. The State Print in Asunción lacked the technical infrastructure of European security printers, which is precisely why these notes exist at all: importing printed currency was no longer viable once the war began.
The "blue type" designation distinguishes this from a parallel issue in the same series with differing ink — a production variable that almost certainly reflects inconsistent ink supply rather than intentional design revision. Wartime procurement in a landlocked country under blockade left little room for standardization.
