The Negros Emergency Currency Board was one of several provincial currency authorities established in the Philippines after the Japanese occupation disrupted normal monetary channels. Negros Occidental operated with unusual administrative continuity under guerrilla governance, and its emergency issues were backed — at least nominally — by provincial funds rather than pure fiat authority.
The red seal on this series is a series distinguisher, not a security variant. Forgery of these provincial guerrilla notes was a real operational concern, and the Japanese military administration actively circulated counterfeit Philippine emergency currency to undermine confidence in resistance-backed money.
