The Treasury Certificate series was introduced under the Commonwealth of the Philippines, established in 1935 when the islands moved toward scheduled independence under the Tydings-McDuffie Act. These notes circulated alongside the earlier issues of the Philippine National Bank and were denominated in pesos tied to the U.S. dollar at a fixed two-to-one rate — a peg managed through the Philippine Currency Reserve Fund held in Washington.
The Bureau of Engraving and Printing produced the plates, as it had for Philippine currency since the American colonial period. Notes from the later end of this date range were caught by the Japanese invasion of December 1941; significant quantities were destroyed by retreating Commonwealth and U.S. forces to prevent capture, which has bearing on survival rates across the series.
