Issued to mark the 1994 constitutional reform that permitted Menem's re-election by introducing a second consecutive term — a provision his administration had specifically lobbied to include. The convention, held in Santa Fe and Paraná, also reduced the presidential term from six years to four and created the office of Chief of Cabinet, changes that were bundled with the re-election clause as part of the Pacto de Olivos, a backroom agreement between Menem and former president Alfonsín.
