Francisco Primo de Verdad y Ramos was the alcalde of Mexico City who, in 1808, argued before the viceroy that sovereignty reverted to the people in the absence of a legitimate Spanish king — Napoleon having just forced the abdication of Charles IV and Ferdinand VII. His position got him arrested. He died in his cell that October, under circumstances that were never fully explained, making him one of the earliest martyrs of Mexican independence a full two years before Hidalgo's Grito de Dolores.
This coin was issued in the bicentennial run-up series commemorating figures of the independence movement.
