Cuba's hard-currency commemorative program of the 1990s was explicitly designed to generate foreign exchange, not domestic circulation. These silver issues were sold almost entirely to overseas collectors and dealers, making them curiosities of monetary policy as much as numismatics — coins issued by a state with a dual-currency system in which most citizens never legally handled foreign coin at all. The Expo 2000 Osaka series was one of several Cuban issues timed to international expositions, a format the BNC used repeatedly through this decade.
