Cuba issued a series of fine silver commemoratives throughout the 1980s almost entirely for the export market — hard currency was desperately needed, and collector coins sold abroad were one of the few reliable sources. The 1988 European Cup issue falls squarely in that program, produced for foreign buyers rather than domestic circulation at a moment when ordinary Cubans had no access to silver coinage of any kind.
