Cuba's hard-currency commemorative program of the 1980s was essentially a foreign exchange operation — these coins were struck for export sale to collectors abroad, not for domestic circulation, as ordinary Cubans had no access to convertible peso accounts. The 1988 European Cup issue rode a wave of international football fever ahead of the West German-hosted tournament, where the Netherlands claimed their only major international title to date.
