El Banco de Hidalgo was one of the regional banks chartered under Mexico's 1897 Ley General de Instituciones de Crédito, which granted state-level banks the right to issue notes backed by metallic reserves held under federal supervision. The system functioned reasonably well until the Revolution dismantled it — by 1913 most of these banks were struggling to honor redemptions, and the Huerta government's forced loans finished off several of them entirely. Notes from the later end of this issue's date range likely saw chaotic circulation.
ABNC's involvement here is routine for Mexican state banking — the company held plate contracts for dozens of these regional issuers simultaneously.
