The Bank of the Philippine Islands was a private commercial bank operating under American colonial administration, not a government central bank — an arrangement that made its note-issuing authority unusual for the period. This series was printed by the BEP in Washington, a deliberate choice that reflected American confidence in domestic security printing over contracting Manila's then-limited facilities.
