Philippine municipal emergency currency proliferated rapidly after the Japanese invasion of December 1941 severed normal banking operations. Zamboanga's issue was authorized under Commonwealth emergency provisions that allowed local governments to print their own scrip to maintain commerce — a stopgap that produced dozens of distinct local series across Mindanao alone.

The Province of Zamboanga fell to Japanese forces in May 1942, meaning notes issued that year had an extremely compressed window of legitimate use. Many were buried, burned, or abandoned as the occupation took hold.
