These notes — formally called Bonos de Cancelación de Deuda — functioned as a parallel circulating medium accepted for provincial taxes and utility payments, a workaround that technically kept them on the right side of the constitutional prohibition on provincial currency. Casa de Moneda printed emergency paper for at least eight provinces simultaneously during this period, an unprecedented domestic production load.
