Tucumán's provincial emergency currency issues of the late 1990s emerged from a brutal fiscal squeeze — the convertibility regime pegged the peso to the dollar at parity, which meant provinces starved of federal transfers could not devalue their way out of deficits. Tucumán was among the most distressed, and these quasi-monedas circulated alongside national currency as a parallel instrument for paying provincial employees and suppliers.
The broader series of Argentine provincial bonds-cum-banknotes from this period is sometimes catalogued inconsistently across Pick, and PS references for Tucumán's 1999 issues remain sparsely documented in the standard literature.
