The Mindanao Emergency Currency Board was one of several guerrilla currency authorities operating in the southern Philippines after the Japanese occupation. These notes were produced under wartime conditions with whatever materials were locally available, which is why paper quality and print consistency vary so sharply across surviving examples — this was not a printing house operation but an improvised civil resistance measure.
Japanese military authorities declared all guerrilla currency illegal, and possession could mean execution. That threat suppressed circulation but also meant many notes were hidden rather than spent, which accounts for the range of preservation states seen today.
