The Philippine National Bank emergency notes issued by provincial agencies in 1942 exist because the Japanese occupation severed normal currency supply chains almost immediately after the invasion. Branch offices and regional agencies were authorized to produce their own notes to keep local commerce functioning — a decentralized response to a collapsing monetary infrastructure. Misamis Occidental, on the northwestern coast of Mindanao, remained under Filipino and American guerrilla influence longer than most regions, which gave these notes an unusually extended practical life.
Three signature fields is characteristic of the agency issues, reflecting local accountability structures. Many Mindanao emergency notes were deliberately destroyed before advancing Japanese forces could seize them.
