Philippine provincial guerrilla and emergency currency issued under Japanese occupation presents one of the more complex classification problems in Pacific War notaphily. Ilocos Norte's 1942 treasury issues were authorized by the provincial government as the pre-war Commonwealth peso supply collapsed under occupation conditions — these notes circulated alongside both Japanese military pesos and whatever USAFI-backed guerrilla notes were available in the region.
S294 is among the rarer provincial issues; Ilocos Norte produced in comparatively small quantities relative to the larger Visayan provinces. Paper quality and hand-stamping practices varied run to run, so signature and stamp configurations differ across surviving examples more than the Pick listing implies.
