Negros Occidental was one of several Philippine provinces that organized its own emergency currency after the Japanese occupation severed normal banking channels in early 1942. The Provincial Currency Committee had no access to security printing facilities — the Nalco Press was a local commercial operation, producing notes on whatever paper stock was available. The results were deliberately simple, partly from necessity and partly to discourage forgery through scarcity of materials rather than technical complexity.
These guerrilla-era provincial issues circulated alongside Japanese military pesos, though the local population generally trusted them more. Many were deliberately destroyed or hidden as the Japanese tightened administrative control over the islands.
