The Negros Oriental Currency Committee was one of dozens of provincial emergency currency bodies that formed across the Philippine archipelago after the Japanese invasion cut off access to central bank supplies. These committees operated under the authority of local governments and guerrilla administrations, issuing their own scrip to keep provincial economies functional during the occupation. The Negros island series is among the better-documented provincial issues, but individual committee notes remain genuinely scarce — production was crude, quantities were small, and many were deliberately destroyed when liberation made them redundant.
Surviving examples frequently show rough cuts and uneven inking, which reflects the printing conditions rather than damage in circulation.
