Obverse description The obverse carries a central vignette of a steamship named 'PERALONSO' on rough seas, rendered in fine intaglio style. The denomination 'CINCO PESOS' appears in large bold letterpress along the left margin and repeated across the upper and lower areas of the note. To the right, a text block cites authorizing decrees dated 6 January and 15 June 1900, issued by the Dirección de la Guerra, with signature lines for 'LOS MIEMBROS de la Junta de EMISIÓN' and a date inscription reading 'Ocaña, 15 de Junio de 1900'.

The Tesorería del Gobierno Provisional de Colombia issued this note during the War of a Thousand Days — the devastating civil conflict between Liberal and Conservative factions that ran from 1899 to 1902 and effectively bankrupted the Colombian state. Provisional government paper from this period was produced under severe fiscal duress, and public trust in such emissions was essentially nonexistent. Notes circulated by necessity, not confidence.

The Pick 295B designation suggests a variety distinction within the series — likely a signature, date, or overprint difference from the parent type. These provisional treasury issues are poorly documented, and surviving specimens are rarely encountered in collector networks outside Colombia.
