The Tesorería General — Nicaragua's general treasury rather than a formal central bank — issued directly under government authority during a period when no independent bank of issue existed in the country. This note predates the Banco de Nicaragua and the later Banco Nacional by several decades, placing it within a gap in institutional banking history that left the treasury itself as the primary paper money authority.
ABNC's involvement was standard for Central American fiscal paper of the 1890s; the New York firm held engraved plate contracts across the region simultaneously. The S108 Scheingold reference confirms Pick's attribution.
