The Banco de Pamplona was one of a cluster of Colombian departmental banks chartered under the banking legislation of 1871, which permitted provincially-based private institutions to issue their own notes. Pamplona, in Norte de Santander, was a significant commercial center for the region's trade routes into Venezuela — the bank's notes circulated where national currency often didn't reach reliably.

Colombian private bank issues from the 1880s are notoriously scarce in any form. Many of these institutions collapsed or were absorbed following the monetary centralization push under the Banco Nacional, which by the mid-1880s was actively undermining provincial note circulation. S714 survivors are rarely encountered.
