Banco del Norte operated out of Monterrey, Nuevo León, and was one of several regional Mexican banks granted concession rights under the Lerdo and Díaz administrations before the 1897 Ley General de Instituciones de Crédito rationalized the entire sector. The ABNC handled the engraving and printing in New York, which was routine for Mexican provincial banks of this period — domestic printing infrastructure simply couldn't match the security standards required by concession agreements.
The S-prefix in the Pick reference indicates this note was never adopted as a recognized national issue. Regional bank paper from this era is frequently undervalued precisely because survival rates were low — notes from banks that lost their concessions were actively withdrawn and pulped.
