Banco Otero & Ca. was one of several private Mexican banks operating under the loose regulatory framework that preceded the 1897 Ley General de Instituciones de Crédito, which eventually forced consolidation and pushed most private note-issuing houses out of existence. Notes from this issuer are genuinely scarce — the bank had a limited regional footprint and a correspondingly small circulation.

PS2002 is catalogued but rarely appears at auction. When examples do surface, they tend to show heavy use, consistent with a small bank that actually put its paper to work rather than sitting on reserves.
