The Ministerio de Hacienda y Guerra — the combined Finance and War Ministry — issued paper currency directly rather than through a chartered bank, which was the norm for Costa Rica before formal banking infrastructure existed. Bradbury, Wilkinson & Company were at this point firmly established as one of Britain's premier security printers, supplying notes and bonds to governments across Latin America that lacked domestic printing capability.
Pick 103 is among the earliest catalogued Costa Rican issues, predating the founding of the Banco Anglo-Costarricense by five years.
