A circular violet official municipal stamp is applied at centre-right, and a hand-stamped serial number is placed at lower left. Pobla de Segur is a small town in the Pallars Jussà comarca of Lleida, and this note is one of hundreds of hyperlocal emergency issues produced by Catalan municipal authorities during the Spanish Civil War. When the Republic's central banking system collapsed under wartime pressure and small-denomination coinage vanished from circulation, municipal juntas across Catalonia were granted authority to issue their own paper scrip — the so-called "moneda local" of 1936–1938. Turró's catalog alone documents over two thousand distinct local issues.
The 1938 date places this at the very end of viable Republican control in the region. Franco's forces crossed the Segre and Noguera Pallaresa valleys in early 1939, and most surviving municipal scrip was rendered worthless within weeks of issue.
