Bilbao fell to Nationalist forces in June 1937, making this one of the shortest-lived regional Republican emissions of the Civil War. The Banco de España's Bilbao branch had the authority to issue independently after Madrid's central apparatus fragmented, and Huecograbado Arte y Editorial Vasca — a local commercial printing firm, not a specialist security printer — produced the series under obvious time pressure.
The provincial origin shows in the printing quality. Intaglio security standards were not achievable under wartime industrial conditions in the Basque Country, and the notes were obsolete within months of issue.
