正面描述 Red-brown intaglio print on white paper. The central text in Cyrillic script states the obligation of the Main State Treasury to pay the bearer five perperas, with the large denomination numeral '5' in bold at left and right. Two signature lines appear below the text, attributed to the President of the Main State Controller and the Minister of Finance, flanked by ornate guilloche scrollwork at the corners. At the lower centre, a cartouche bears the validity clause and the date, Cetinje, 25 July 1914, with the serial number and series letter printed in the lower panel.

Montenegro's 1914 emergency issues were printed domestically in Cetinje under conditions that would have been unthinkable for a peacetime treasury — the country was simultaneously fighting the Second Balkan War's unresolved territorial disputes and bracing for the wider conflict that erupted that August. The Main State Treasury, not a central bank in any conventional sense, had limited technical resources, which is reflected in the relatively modest security provision for the series.

The microtext underprint is the one genuinely sophisticated element here — unusual for a small domestic print run and suggesting either outside technical input or a deliberate attempt to forestall the local counterfeiting that had plagued earlier Montenegrin issues.
