| Beschrijving voorzijde | Red and black typographic print on plain paper. A large central oval frame encloses the main text field, surmounted by an ornamental vignette with scales of justice, an anchor, and foliate scrollwork. The denomination numeral '5' appears in large letterpress type at left and right flanking the central text, which in Cyrillic script states the treasury promise to pay the bearer. Serial number and series letter appear at top and bottom. Two manuscript signatures are present below the designation lines for the President of the Main State Control and the Minister of Finance, with the issue date 'Цетиње, 25 Јула 1914' at foot. |

Montenegro's Glavna Državna Blagajna issued this note in 1914, just as the country mobilized for the First Balkan War's aftermath and the opening of the broader European conflict. Printing locally at Cetinje rather than contracting a foreign security printer was an economic necessity, not a policy preference — Montenegro lacked the infrastructure of its larger neighbors, and the results were relatively crude by contemporary European standards.
The series is known for inconsistent ink distribution and variable paper quality, both direct consequences of the Cetinje facility's limitations. These are manufacturing characteristics of the type, not damage.
