A central text block states the legal basis of issue dated 25 July 1914, and a lower panel carries an anti-counterfeiting warning citing articles 145 and 146 of the criminal code. |

Montenegro's Glavna Državna Blagajna issued this note in 1914 as the kingdom scrambled to finance its military commitments during the Balkan Wars' immediate aftermath and the opening of the First World War. Printing domestically in Cetinje rather than contracting a foreign security printer was a necessity, not a preference — Montenegro lacked the infrastructure for sophisticated intaglio work, and the result shows it.
The kingdom ceased to exist as an independent state by 1916, when Austro-Hungarian forces completed their occupation. Notes from this 1914 Cetinje series were effectively stranded currency within two years of issue.
