The K.u.K. Militärverwaltung in Montenegro issued this note as part of the Austro-Hungarian military occupation administration following Montenegro's capitulation in January 1916 — one of the faster collapses of the war, King Nikola fleeing to Italy within weeks of the offensive beginning. The dual denomination is not an error or a bilingual courtesy: the Perper was Montenegro's pre-war currency, and the Krone equivalency was imposed to integrate the occupied territory into the Habsburg monetary system, fixing the exchange at two Perper to one Krone.
The series circulated under military authority rather than any banking institution, which is why no issuing bank appears on the note.
