By the 1830s, Muhammad Ali had transformed Egypt's mint infrastructure so thoroughly that coins struck in Cairo bore little practical relationship to the broader Ottoman monetary system they nominally belonged to. The 1223 series copper paras were produced for local Egyptian circulation under Muhammad Ali's autonomous administration, even as they continued to carry Mahmud II's tughra — a political fiction maintained to avoid open confrontation with Constantinople.

Regnal year 1223 AH was used across an unusually long span of Muhammad Ali-era copper issues, making precise dating within the series difficult without die study.
