Thomas De La Rue had been printing Tongan currency since the kingdom established its own notes in the early 1980s, and this series continued that relationship through the mid-1990s. Tonga's monetary system remained tightly managed under the National Reserve Bank, which was established only in 1989 — relatively late for a Pacific nation — meaning this note circulated during the institution's formative years when reserve policy and exchange controls were still being refined.
The 5 Pa'anga denomination carried most of the everyday transactional load in a cash-dependent economy with limited banking infrastructure outside Nuku'alofa.
