The Institut d'Émission des Départements d'Outre-Mer was established in 1959 specifically to manage currency for France's overseas departments — Martinique, Guadeloupe, Réunion, and French Guiana — following their constitutional integration as full French departments in 1946. This note bridges two monetary moments: it carries dual denominations because it was issued during France's redenomination, when 100 old francs became 1 nouveau franc under de Gaulle's 1960 reform, and the DOM territories required a transitional instrument that acknowledged both systems.
Clément Serveau designed extensively for the Banque de France across several decades. Beltrand and Hourriez were both accomplished intaglio engravers working within the Banque de France's own atelier — the entire production remained in-house.
