Issued as part of Israel's ongoing "Holyland Sites" bullion and commemorative series, this piece marks Caesarea Maritima — the Roman and later Crusader port city built by Herod the Great beginning around 22 BCE. Herod constructed an artificial harbor there using hydraulic concrete, one of the earliest known applications of the technique in the ancient world. The city served as the administrative capital of Roman Judaea and was the seat from which Pontius Pilate governed.
The 1989 gold issues in this series were struck at the Berne mint under contract.
