The Polska Krajowa Kasa Pożyczkowa — the Polish State Loan Bank — was a German-administered institution established in 1916 as occupation currency infrastructure, not a Polish sovereign institution in any meaningful sense. The Kaiserliche und Königliche Militärgeneralgouvernement in Warsaw created it to manage the monetary vacuum left after Russian withdrawal, replacing ruble-denominated notes with a controlled Polish-language emission that could be politically dressed as native currency while remaining firmly under German fiscal authority.
Printed in Warsaw under occupation conditions, the series circulated alongside German military marks with a fixed exchange rate that consistently favored the occupier. The serial number remains the sole printed security feature — a thin barrier against forgery for a note already operating in a thoroughly disrupted wartime economy.
